Hi Scott, it uses the record order of the layer that contains the locations. So for example if creating tour points in Excel for CSV export you can organize the rows in the order you want them to appear. If are using a feature layer it may be useful to add a field into your table with the tour point order, and then sort the records on that field to get them in the order you want. For example if your points are starting off life in Desktop, you could add a Short integer field into the layer to store the order you want to use, and then use the geoprocessing Sort tool to sort the records.
