I wonder what the builder files (src\app\storymaps\common\builder) in the developers version of the Map Journal template are for?
Can the builder be accessed from a (private) webserver-hosted Story Map in any way or is such feature reserved for ArCGIS Portal? I am asking as I wanted to experiment with some of the builders features, maybe add some buttons and functionality.

Yes, the builder is also available through the locally hosted version which is why the builder css/javascript files are included. You and access it by adding the 'edit=true' to the end of the url. For example:
http://www.example.com/myMapJournal/?edit=true
or if your configuring the app id through the url:
http://www.example.com/myMapJournal/?appId=12as2...&edit=true
