Adding ArcGIS Server rest services to ArcGIS Online

Hi am trying to load various ArcGIS Server REST services to ArcGIS Online to test a few things out and everyone i try errors out and states it cannot be added.

This is one example and I can see the service in the javascript viewer but i am unable to add it any webmap.
http://tigerweb.geo.census.gov/ArcGIS/rest/services/State_County/MapServer

Does anyone have any thoughts?
