Lock placement of text graphics

I need to add text to a map layout in ArcMap to label a few features manually. I know how to add text graphics, but how do I do this so that when I pan the map, the text remains in it's original placement next to its feature?

If you double click the layout, you will see that the line defining the data frame becomes hatched. Now when you enter text graphics, it is in the data frame space instead of floating on the layout, and unattached. Text placed in this manner will be rooted where you place it, and will stay in place as you pan or zoom in or out.
