XY to line not a problem - how about if the table has delta angle?

if you plan to make a curve from the above, then you would have to provide the translating equation and generate a polyline..  Is this is some road curvature parameter?

It is a centerline of pipeline. If I ignore the delta column the alignment would be just straight line segments, delta column holds the curve angle for that particular segment. The transition is there.  I was wondering if someone had a python code that would read the delta angle also. Thanks for your input
