Being I am not living in Belize, what industry or government ministry do you see lacking in GIS and how could GIS be utilitzed in these areas??

Matt, Belize is still developing in the area of GIS so the industries and organizations who are using GIS are developing their systems and human resource. We are encouraged by the enthusiasm and engagement from our Esri users in Belize.
