Our Calculation Attribute Rule for assetIDs will not be trigger on insert when being added to Portal AND changing any default values. If a Portal user adds a feature and keeps all default values for other fields then the attribute rule will be triggered. If a user adds a feature and, for example, just adds a note into the comment field then the rule does not work. This, however, does not seem to be an issue in mobile applications or editing within Pro.
The calculation rule populates our uniqueIDs within our UN, I've attached an image of the settings. We are currently running Enterprise 10.8.1
