Zoom in, Zoom Out Issues

So, when I click the zoom in button, the button looks pressed, if I now select the Zoom out button, both now appear to be selected.  I cannot have the zoom in and out buttons appear to be active at the same time.

There is a sort of refresh issue going on here.  If I mouse over the zoom in/out they get unselected.

Repro Steps:
Zoom in - Zooms In
Observe the zoom in button
Zoom Out - Zooms Out
Observe the Zoom out and in buttons
Mouse over the zoom in button
Observe the selection is now unselected
Zoom in - Zooms in
Observe the two buttons selected
Mouse over the Zoom Out
Observe the Zoom out button is now unselected.


XP SP3, 10 SP1

I am seeing the same behavior with the continuous Zoom in and out button as well as the Pan button.  Whatever is selected the last time, should be selected, if I mouse over the button pressed previously to the last selection, it is unselected after the mouse over, when it should change to unselected after I select a new tool.  This is the normal behavior.  Is this expected at SP1?
