When WMS feature is present in table of contents the WMS connection is broken when user is disconnected from the internet, which is expected. The features below it are not present and the bookmarks are not present.
If WMS is at the bottom of TOC the bookmarks are still not present. When connected to the internet all is good.
ArcMap 10.2.1 same for ArcReader.
Any suggestions?
