MarkUp tools not working in ArcReader 10.1

In ArcReader10.1 when I try to set the CurrentARTool of a ArcReaderControl  to any markup tools e.g esriARToolMarkUpHighlightYellow, everything goes
into a limbo. It does not seem to work. But in 9.3.1 this works fine.

So I am wondering how can I use the markUp tools in ArcReader 10.1
