ArcReader Splash Screen Display time not functioning.

I have an ArcReader map that needs a disclaimer to display when the .pmf is opened.  I have set the ArcReader Configuration Properties for a new .art file to display the disclaimer in a bitmap file for 10000 milli seconds.  When I preview this in the configuration Properties, it appears to work fine.  In my mxd, I apply the new art file and then publish the new map.  When I open the pmf, it flashes the new splash screen for a moment and then finishes loading the map.  It should stay open for about 10 seconds according to my settings on the Display time, however it doesn't seem to be recognizing this setting.

I've tried this in both 9.3 and 10 with the same results.  Does anyone have any ideas about what I might need to do to make this work?

Re-raising this issue as i Can't find any other posts on this topic. I'm having the same issue now using ArcGIS 10. I've set a custom splashscreen and it appears for the correct amount of time the first time it loads and then appears instantly after this.

Has anyone come up with a solution to this problem yet?
