Hi,

We have project outside of North America and Europe and we looking for affordable mapping options and we are wondering if it was possible to use google earth export for ArcPad.  The alternative option of purchasing street maps from commercial mapping companies is not option so any suggestions on alternative solutions would be most welcome. We are looking for maps for a Hangzhou China and Block in Kerala India.

This is going to be a clear violation of the Google terms of service. Google doesn't own the data for the areas you've mentioned.

If you can afford to purchase a GPS unit and an ArcPad license then you can afford to get some aerial photography of these areas. It's likely cheaper that you might think.

Check out DigitalGlobe or TerraServer.

You could always collect the GPS data you need without a base map on the GPS unit. You don't need background data to collect GPS positions.
