Error when starting ArcPad 10.2.1 installed in Windows 7 ultimate,
Both ArcPad 10.2.1 and Windows 7 are installed on Algiz 7 machine

As the ArcPad is started, I got the message below “Microsoft SQL Server Compact Edition initialization error”
What might be the issue here?

i had a similar issue and have a response in this older thread

A snippet from that thread
"if you install 10.2.1 as a clean install, (instead of updating from 10.0.4, for example), Microsoft SQL Compact Edition v3.1 MAY not get installed.
...
The folder is fairly small zipped, so I've attached it. If you unzip this folder to your Program Files folder .. if 32-bit OS or the "Program files (x86)" ...if 64-bit, that might also take care of the issue."

Here is a quote from the tech support issue I had "when ArcPad 10.0 gets installed, it will install the Microsoft SQL Server Compact Edition v3.1 in the Program Files directory. The Microsoft SQL Server Compact Edition format is what the AXF file format is based on. Therefore because ArcPad 10.2.1 did not install that on the machine, that error was being produced. ArcPad will run successfully but will not be able to open AXF files. Throughout our troubleshooting, we ended up uninstalling 10.2.1 for ArcPad and reinstalling 10.0.4 and that had installed the Microsoft SQL Server Compact Edition v3.1, which resolved that error. We then removed 10.0.4 and reinstalled 10.2.1."
So, although I was told I could directly install/copy the v3.1 files, because of the other issues I was troubleshooting, I had uninstalled the 10.2.1 and installed an 10.0.x .... then reinstalled 10.2.x. That is not a direct approach but worked best for me at the time. Is that an option for you?
If not, the more direct approach would be to unzip the zip file
and copy the files to
C:\Program Files (x86)\Microsoft SQL Server Compact Edition\v3.1
that was what I would have done if the uninstall and reinstall didn't fix it for me.
