server object extension- RegisterSimpleRESTSOE

I am new to SOE's and have started with the RegisterSimpleRESTSOE  .NET sample. When I try and run the executable I get the error:
"Server Object Extension type SimpleRESTSOE can not be registered with Server Object type MapServer because the Server Object Extension is invalid. Please check if it is deployed correctly."

I have all of the user account permissions set as suggested. Others I have talked with have run the same sample program and had no trouble. I have run ESRIRegasm on the .dll associated with the sample, that seems to work.

I have the same problem,too.
Now I have solved it. It seems that the ArcGISSOM user also needs to have at least read access to the Directory where the SOE DLL is.
