Python - create PixelBlock (array of pixels in python 9.3)

hi is there any possibility how to create pixelBlock - array of pixels from raster using Python (9.3)? I know there is method for this in ArcPy in ArcGIS 10, but I don´t know how to do it in 9.3. thanks.
