How to create an AttributeTable for a raster to use a UniqueValueRenderer?

I have a raster that doesn't have an AttributeTable (returns null).  I want to create a UniqueValueRenderer for it & all of the examples uses the AttributeTable. 

Can you tell me how to create the attribute table or some other way to create the UniqueValueRenderer?
