3D Building Generator Toolbar

Dear ALL,

Do you have any idea on 3D Building Generator Toolbar??

(Ref. Paper: Using VBA and ArcMap to Create and Export 3D Buildings by Brian Bradshaw)

If anyone having this tool or sample source code for the same please share with me, if possible. Also please give me some idea how to customize/develop the lookalike tool (as I have almost same requirements as mentioned in that paper) using ArcObjects and ArcGIS 3D Analyst Extension.
