As discussed in this link (https://community.esri.com/thread/198691-create-layer-from-selected-features-isnt-working-properly), sometimes, after you have created a new layer from a selection and then change the symbology, the layer shows all the original features and not just the selected ones. This is in ArcGIS Desktop 10.6
What gives?
