When putting a halo around labels, in order for dark text to stand out against a dark background, is there anyway of making the halo transparent? my labels are building name text and I don't want to completely block out the building underneath.

Correct me if I'm wrong, but if your halo is transparent, it would be ineffective. You can set the halo to No Color:

It might be more useful to set the halo to the same color as the buildings or even the basemap?

you're right. my wording is off.

I suppose what im looking for is someway to get the dark text to stand out against the dark buildings.so a halo that has a color but is slightly transparent that you can see the outline of the buildings underneath

AFAIK, the only way in include transparency in your labels is to convert them to #annotation - see here.
