Dialogue box not visible after initiating

I'm unable to see the dialogue box for importing feature data set?  The same issue is happening with the tool dialogue boxes as well?  Unistalling and reinstalling ArcMap 10.8.1. did not work?

Could you do a soft reset of ArcGIS Desktop and try again?

Thanks, I was hoping there was another option. I'm going to try the soft reset.
