attribute transfer mapping in spatial adjustment is not working

I tried to transfer line feature attributes between two layers, both layers are visible, but when I click the attribute transfer map, there is no response at all, and the source layer and target layer attribute selection does not pop up . I don't know what's going on, I hope to get your help to solve this problem, thank you very much!

Both layers have to be Selectable under the List By Selection button at the top of the Contents pane for the tool to work.
