Has anyone experienced an issue similar to what is discussed in this post:

ArcMap data view not rendering after basemaps added

I am using ArcMap 10.5.1 and this issue occurs after I add a basemap. Does this seem like an issue that could be resolved by reinstalling ArcGIS?
