ArcMap only opens using "Run as Administrator"

Hello,

I'm having some difficulty with ArcGIS Desktop 10.8.2.

When I double-click on ArcMap 10.8.2 the familiar splash screen appears but ArcMap does not open.

I've tried renaming and deleting my Normal.mxt.  No change.  I've installed and reinstalled the program twice.  No change.

ArcMap will only come up if I right click "ArcMap 10.8.2" in the start menu and select More - Run as Administrator.  This obviously does not seem right.

In addition, ArcCatalog will not keep a network folder connection when mapped.  It goes through the process, appears to add the network drive, but after closing and opening they are gone.

Anyone run into this before and if so HELP!!!

I agree JD, the observed behavior not expected.  If you go to the file location of the shortcut for "ArcMap" (e.g. my shortcut is located: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\ArcGIS).  Under security, what are the file properties for the "User" (Read and Execute, Read should be checked off).  You shouldn't have to check this, but maybe it's the source to the issue.

Hey Jeff,

Under "Users" the following are checked - Read & execute, List folder contents, and Read.

Under my name - Special Permissions.

All are greyed out in both category groups.

Just for kicks, I tried double-clicking one of my mxd's and received an error message "Could not open template C:\Users\(name)\AppData\Roaming\ESRI\Desktop10.8\ArcMap\Templates\Normal.mxt".

JD - Based on google searches, looks like there have been some historical issues that you are experiencing.  Based on these google searches, it seems you have already tried some of the solutions. There a few more solutions that I saw, but not sure if the provided solutions are applicable.  Sorry JD that I cant be more helpful.
