ArcFuel/FVS Toolbar Error: FVS_PotFire exec direct west error:file is not a database

When I use the arcfuels toolbar to run stand analysis, my SVS screen shows no trees. I added a pause to the batch file to see if I could find the error, and I saw the following:
FVS_PotFire exec direct west error:file is not a database

Does anyone know how to rectify this error?
