Annotation angle property set to 0

Hello friends,

I converted road feature class labels to geodatabase annotation but approximately 10 percent of the results have a "Angle" property of 0, which is not correct based on the visible rotation of the labels. I have attached a screen shot of one such example where I have highlighted one feature that was assigned the correct angle property and one that was not. 

My assumption is that the Angle property is populated with the rotation angle of the label (not the point geometry which I believe annotation is based upon).

Any ideas on why this is happening? How it can be overcome?
