Cannot Create Assignment on Map Image Layer

Dispatcher map has a Map Image Layer show the data points for assignments to be created on. Dispatchers cannot click on the points and the pop-up with the option to Create Assignment appear.
Dispatcher Web Map has pop-ups enabled for the Map Image Layer.
The functionality does work for Feature Layers.
