Notifications: Not only if Workforce project is open

Please add the following enhancements for assignment notifications:

(1) If Workforce mobile app is not open - have an "app badge" show the number of new assignments (similar to what we can see on any email/messaging app).

(2) if Workforce mobile app is open - show notification regardless of which project is open.

I also have a request for these enhancements. We have a few Workforce Projects broken out by government department (ie. Transportation, Water Utility) and would like to get notifications when assigned even though the project may not be currently open.
