Currently in the Settings > Application Settings for a web map you can toggle the ability for a web map to be used in Collector and Field Maps:

I think it would be nice to have a toggle here to allow or not allow a web map to be used in the Web Editor.  I generally set up specific web maps for users to edit, and the current experience when opening a map is that they see everything that they have access to.

@tmichael_wpjwa, if your webmap contains editable data you should see this "Open in Web Editor" button on the item details page. Any non editable data/webmaps will not have this button on the item details page, but can still be opened in the content browser if the user has the ability to edit it (for example, owners and admins are able to edit all content regardless of the editing settings).

Does this cover your use case? Or are you asking for something different

I think I'm asking for something different:

Let's say I have two maps for the same project, one is set up with editable layers and one is set up slightly differently to be used in a dashboard and has no editable layers.  As you showed above, the map with editable layers has a button to Open in Web Editor:

I have shown users in my org how to access the Web Editor directly (via link or the quick launch menu).  When they open the web editor and go to Open Map > My Groups, both maps show up even though one does not contain editable layers:

This has caused some confusion, even though the Web Editor displays a warning message if a map is opened with no editable layers.

The reason I included the screenshot of the web map settings in the original post is that I think having a toggle on the web map settings page to enable or disable a "Use in ArcGIS Web Editor" capability would significantly reduce the number of maps that are exposed to the users if I could control that directly.  A similar result could be achieved, I suppose, if Web Editor didn't display maps to users that don't contain editable layers.

Hope this helps. Thanks!
