WAB DE 2.3 Error

I installed the Web AppBuilder Developer Edition 2.3. When I open it I get this error. I can get to the App I built, but when I try and open the App in the WAB DE the icon just spins and spins, does not open the App. I wonder if this error message has something to do with it.

Sounds like a bad install. I would re-download and overwrite the whole WAB 2.3 folder.
