Query issue

Query - once you enable Spatial Filter... it's "stuck" on by design now.  Jianxia Song 

I want to give users this option but to be able to choose whether or not to use it.

The only workaround I've figured out is to write a note in my Help document that they should select the County Boundary which effectively nullifies this functionality.  But it should have an "on / off" button.  Similar to how the Buffer option has an on/off.  I do not believe users will intuitively follow the current design and it muddles the use of this powerful feature. It took me a moment see this was an issue. 

Alternatively, put a "None" in the dropdown list for Spatial Relationship menu choice.
