Passing encoded string that contains %26 to represent & doesn't work as indicated in documentation.

I'm opening a web application and passing a point, encoded title, and zoom level. This works as expected unless the encoded title contains an encoded ampersand like such: https://portalUrl/portal/apps/webappviewer/index.html?id=078a6d02629543f780e8ac2780d65b88&marker=-89...

Whereas, this works.
