Legend widget

I am having trouble getting the information that I am asking the widget to display in the map.  I have checked the boxes for the layers that I would like to have displayed (photo 1) but when I pull up the legend in the map, it says what's in

photo 2 or it sometimes says "no legend".  Any help?!
