Create Data for Cost Analysis Widget

Good afternoon all,

I want to use the Cost Analysis widget and was wondering if any one could share their knowledge as to how to create the underlying data for this widget.

I read the blog post about Cost Analysis widget and seems promising as to what I want to do though I don't work in water utility area.
