Can you customize search for single digit field values

I have a list of number from 1 to 1000 and they want to search on these.  When I configure the layer to be searched and they enter the number they only get the three digit or greater values.  Is there anyway to get the single digits?

For example if I search for 3 I get 203, 301, and 403 but not 3, or 23, or 34.

Not that this is an answer, but it sounds like the search is seeing it as alpha, not numeric, and it thinks the one and two digits are preceded with spaces.  Again, not an answer...but maybe that will trigger a solution for you (or others)???
