Web AppBuilder for ArcGIS (Developer Edition) 2.12 version now is available on developer site. See the blog.

What is the latest version for the non-Developer version?  Where can I download it?  Where do find out whether it is compatible with other apps?

It looks like there are new rules?  Can you tell me if I have the appropriate User types, roles, and privileges to use Web App Builder?

The latest version for the non-developer version is available on ArcGIS Online. Web AppBuiilder requires Creator user type, formerly known as Level 2 named user account, to configure the app. Thanks, Jianxia
