Symbols based on subype show integer, not label

When I add the dynamic map service as a whole, it retains the subtype label in popups and in the legend.  For other reasons there are several layers that I must add individually, and in these only the subtype integer is displayed, not the label.  I figured out how to go in and change it so that the proper label is displayed in the legend, but I'm stuck on how to change it in the popup.  Is this supported at all?  Is there any way to do this?

I'm leaning towards creating a value converter to display the subtype values properly; I've found plenty of guidance on how to create one, but I'm not sure if it's possible to integrate a custom converter with the viewer.  Anyone know?
