Silverlight Version/Installation Error

I am having trouble getting Silverlight/ESRI Viewer Projects opening and debugging correctly, and I seem to have reached a Catch 22.

Installing Silverlight 5 breaks Viewer Projects in VS2010, but when I debug the Silverlight client in the browser (Chrome 25 or IE 9) gives me an error that I need a newer version of Silverlight to run the app.

Following the link from the message, I can successfully install SL5 and the web app works, but as soon as I stop the project in VS2010 I cannot restart it, getting a SL version error, and if I close and reopen VS2010 I cannot open my project and get an error message about needing a newer version of SL. In order to fix this I can't just uninstall SL5, I have to uninstall all SL, VS2010, then reinstall and reapply VS2010 SP1.

My machine has VS2012, SQL 2008 and 2012, and several other development tools installed. I don't really want to remove everything troubleshooting this problem.

Any ideas why the client wants a version of Silverlight that the ESRI Viewer can't handle? Any ideas on configuring a dev box that can successfully open and debug a Silverlight Viewer project?
