Hi there, some insight on this issue would be helpful.
When attempting to pan, the map "sticks" to the mouse, and the Web-Page then becomes unusable. After bit of experimentation it appears to occur on a slow computer, when clicking and dragging (i.e. panning), and then panning again before the first pan operation is completed.
Client System: Silverlight 5.1.30214.0 in IE 8, running OS Windows 7
Deployed: ArcGIS.Client SDK version 3.2 release 10.2.1
