You should be able to put the table in a mxd and publish it as a map service, the table will be accessible through the REST Endpoint. See the supported functionality:
Hi Anthony, the tables are standalone, non-spatial and have no relationship with any featureclass. The share as option in my mxd greys out. I do not know if there is any other way to create a service with just the tables. Thanks for your reply.
