Pop up window functionality

Hi all, I am just getting round to looking at pop up windows. A simple question about how they operate with several map services visible at the same time.

Does ONLY the topmost layer pop up, pop up?

I am used to using the the "identity" type functionality and  was wondering how I would have to change my applications if I were to switch over to pop ups.
Most of my apps have many, many layers.
I couldn't find anything in the help which would clarify this.

   In versions prior to 3.0 the popup of overlaping geometries and layers was not very functional at all. The geometry that detected the mouse over would automatically move to the top of the stack and allow the popup to be avaialable but this caused any geometries under that one to get lost. In the 3.0 API this has been addressed.
