Do Feature Access require arcSDE geodatabase

I am trying to use the edit widget, but no layers are editable.  I found that I need to turn on the Feature Access, but that causes the service to not restart.

so, does feature access require arcSDE geodatabase or can a file geodatabase be used?

Yes, you will need ArcSDE (File GDB will not work), but you also have to need to have Server Standard or Advanced.  Here is the info:
