I have clusters (with flare symbols) working fine in my application. However the number of features displayed in clusters are always 1500. The actual number of features in the feature service are around 4933. I have changed the cfg file to 5000 but that doesnt show all the features.
Do you have a "maximum feature count returned" value set in your ArcGIS Server Service? It might be hitting the max amount of features to be returned from the query.
