Cache not displaying

I�??ve built a new cached landgrid to display in my flex project (SFV 2.4), and it is not displaying correctly.   All looks ok on the server, and I�??ve matched the LOD�??s as in my flex project.  When I go into the server, and look in the arcgisserver/arcgiscache/SupprtingServices_PLSS_SupportingData_Cache all the data is generated correctly and displays with landgrid data in the tiled PNG�??s.

The cache service is located at:
http://server.petro-fs.com:8887/ArcGIS/rest/services/SupportingServices/PLSS_SupportingData_Cache/Ma...

and I�??m calling it from my config.sys with:

<layer label="PLSS Cache" type="tiled" visible="true" alpha=".7" url="http://server.petro-fs.com:8887/ArcGIS/rest/services/SupportingServices/PLSS_SupportingData_Cache/Ma..."/>


I�??m not sure what I�??m missing, and I�??ve created the cache as exploded.  


For testing purposes, I  created a second service, being dynamic, with the same data (copied the MXD and created a new service).  Everything is working in the dynamic service as It should. 
I�??m calling the dynamic service with:

I�??m stumped as why the cached service is not displaying in my project !!!!  Thank in advance for your help !

I think the most likely issues would be related to either LODs or serving the tiles.

LODs:
Are you sure they are exactly the same as whatever base map you are starting up your flex viewer application with?
If you try adding it as the first base map, does it work as expected?

Tile serving:
If you go to the service directory, http://server.petro-fs.com:8887/ArcG...ache/MapServer and click
"View In ArcGIS JavaScript" does it work?  What if you try "View In ArcGIS.com Map"?

Thank you for the fast reply.  The cache is not displaying in ArcGIS either.  As for the LOD, I copied them from my project and they are as follows.
