Just to clarify you do not have to be using portal. It is just a way that the Viewer team has chosen to make it easier on the configure'r to add all available basemaps from ArcGIS Online with just a simple attribute on the map tag. You can manually override these basemaps by entering them as you did in previous versions in the main config.xml.
Don't forget to click the Mark as answer check on this post and to click the top arrow (promote).
Follow the steps as shown in the below graphic:
