Application Builder Install Error Code

I am attempting to install the Application Builder.  I get an error message 'Error: Error #2038'
I do have Adobe AIR running on my machine.  The Adobe error code #2038 appears to be an I/O issue, but  I can not determine what is blocking.

At what stage of the install are you getting this error message?

What OS are you on?

Windows 7, and the error code is immediately after I launch the AppBuilder-2.5.air
The window states that the program is loading but does not progress after the error message.

I am able to install on a different, yet similar build, machine.  So I am working through the differences there.
Most likely the errors are permission/user based.
