I have been trying to use annotation with Flex Viewer and the Legend widget without success. The problem is when I add annotation to the MXD for my dynamic map service (AGS 9.3 SP1) and add the map service to my Flex Viewer app, the provided Legend widget does not update with new layers displayed as I turn them on and off in the TOC. When I removed the annotation layer from the top layer of the MXD and republished the map service, the Legend worked as expected. The annotation looks beautiful on the Flex Viewer map, but if the Legend stops refreshing with TOC changes with annotation included then I can't use it.
Has anyone else had a similar problem? I'm using Flex Viewer 2.2, the provided Legend and TOC widgets, and AGS 9.3 SP1 to provide the map service.
