Adding New Layer to Existing Map Service Messes Up Order of Operational Layers

I'm just curious what people have done to work around the issue when you create a map service and configure the pop-ups and styles through the flex viewer application and then you want to add a new layer in the middle of your operational layers? After adding the new layer in the middle of everything, my layers display is all messed up shifting everything up one or down one.

For a while I would use the flex viewer application builder and delete my operational layers and then go back in and include all the operational layers from the my rest services. I would have to reconfigure my pop-ups and other settings. It would take a very long time.

Then I got the idea to go into the configuration file for the map and just change the layer number to reflect what the newly published rest services said. But I'm wondering if someone has made a script or an easier work-around than that? Does ESRI have a better solution?

I think your work around of going into the config file and changing the values manually is the best you can hope for. The only way around not having to change the existing pop up layer id's is to always add new layers to the bottom of your table of contents in ArcMap (not always practical I know).

You will experience the same problem if you configure the search widget then add new layers to your mxd. The way I get around this one is to create a separate service called search against which has each layer I want to search against in it then always add the new layer to the bottom.
