Visible Zoom Range for Road/label/Local (Symbol) not working correctly

I'm trying to use the Vector Tile Style Editor to create a custom basemap that displays the road names at zoom level 15. I believe I've adjusted the correct visible zoom range, but as you can see above the majority of the road names still don't display at zoom level 15. How can I correct this?
