How come "ArcGIS Vector Tile Style Editor" maps are more up-to date compared to ArcGIS online?

As seen below "ArcGIS Vector Tile Style Editor" maps are more up to date.

What's the reason for the discrepency?

Are you sure you are comparing the same basemaps? It looks to me like the first one is the Topography (image) vs Topography Vector.

If you are using the Map Viewer, be sure to load the vector tiles for comparison from this group or the Living Atlas.
