I would like a way to remove a feature from a network diagram without deleting the underlying data. 

Imagine a user is creating for a one time use complex network diagram from your utility network, where several features are added to your diagram during diagram generation. The added features are not selected from the map, and therefore impossible to get out of your diagram if there is a small error. 

The only solution is then to dive into your Diagram template model builder for hours to figure out where it is going wrong, where instead the user should be able to easily remove the errored feature and move on with his day. Since the feature is added during diagram generation it is not possible to change your selection, especially since the user does not know where it went wrong.

@RJankowski , did you try to add a Remove Feature rule at the end of the diagram template rule sequence to remove the features you do not want in your diagrams?

Any diagram building is based on a diagram template that starts from the set of network elements that the user provides as an input. Each diagram rule in the rule sequence configured on the diagram template are chained, each in turn, to progressively build the diagram content. The resulting diagram cannot be changed at the end of its building (generation or update). The only way to remove unexpected features from your diagrams is to automate a Remove Feature rule on the diagram template so this removal is part of its building.
